The Act required the Minister for Climate Change Issues (the Minister) to appoint a panel to conduct the review and specify the terms of reference for its review. It amended the Climate Change Response Act 2002 (the Act) to make a number of changes to the ETS. In addition, Cabinet has agreed to some minor and technical changes to the ETS.
