Submissions on the proposed amendments to the National Policy Statement for Freshwater Management 2014

This page has the submissions that were received from the public consultation on the proposed amendments to the National Policy Statement for Freshwater Management 2014. The consultation ran from 23 February 2017 to 25 May 2017. The amendments were proposed as part of the Clean Water package:

More than 9000 people and organisations expressed their views on the proposals. Of the submissions received, 684 were unique submissions from individuals and organisations. ActionStation provided a summary report representing the views of 1787 individuals, and 6586 people based their submissions on one of three separate campaigns by the Green Party of Aotearoa New Zealand, Forest & Bird and Greenpeace.

As a result of submissions, the Government made changes to the proposals, including:

  1. Water quality in all freshwater management units must be improved in terms of ‘primary contact’, unless natural processes prevent waterbodies from improving further or a regional target is achieved;
  2. The E. coli attribute table in Appendix 2 has more detailed descriptions of the infection risk associated with each band in (so that the public can better understand the effect of their choices when setting freshwater objectives);
  3. Applying weekly surveillance monitoring for E. coli to ‘primary contact sites’ identified in regional plans;
  4. Providing clearer direction for how regional councils are to manage nutrients in rivers to address periphyton and recognise nutrient-sensitive downstream environments;
  5. Requiring regional councils to use the macroinvertebrate community index as a means to assess ecosystem health.
