The Chief Economist Unit (CEU) at the Auckland Council commissioned this study on behalf of the Ministry for Environment to look at the feasibility of developing a Computational General Equilibrium (CGE) model to analyse the economic impacts of implementing the National Policy Statement on Freshwater Management. The report presents arguments in favour of a CGE model, identifies the value it would add to current methods used to analyse economic impacts of freshwater policies and discusses some of the key challenges and technical details to the development of such a model.
