Opportunities for separating the take and use of water in planning frameworks and resource consents

The report recommends that government should take steps to unbundle water permit components. This will make it easier to transfer permits to take water and improve water management. It sets out key lessons from Australia: water entitlements (the take element) must be as simple as possible, unbundling should be done before a crisis occurs and should to be driven by central government.
