Between 19 December and 28 February 2020, the Government consulted on a set of proposals outlined in the consultation document Reforming the New Zealand Emissions Trading Scheme: Proposed settings. Following the introduction of the Climate Change (Emissions Trading Reform) Amendment Bill to parliament in October 2019, these proposals were part of the next stage of reforms to the scheme. The proposals related to an overarching provisional emissions budget, and regulations for unit supply and auction price control settings.
