The Government plans to introduce auctioning of New Zealand units (NZUs) into the New Zealand Emissions Trading Scheme (NZ ETS). This will align the supply of NZUs in the scheme with New Zealand’s emissions reduction targets.
The rules for how auctions would run will be set through regulations. This will include determining how people can register to participate, how the auction will be conducted, how price controls may operate and how the auction will be independently scrutinised.
This discussion document outlines the Government’s proposals for the rules for auctioning and asks questions on them for your feedback. This document is not consulting on the volume of units that are available for auctioning or on the value of any price controls.
