Resource consent processing

This page reports on resource consent processing.  

RMA requirements

The processes local authorities must go through to assess and decide on a resource consent application are prescribed by the RMA. However, local authorities do have a degree of discretion about how they administer these processes.

2014/15

Overview

  • 40,363 resource consents were processed through to a decision (to approve or decline the application).
  • 611 resource consents were withdrawn.
  • The number of resource consents lodged peaked in October 2014 (3,583 resource consents) (see Figure 1 below).
  • 90 per cent of resource consents processed to a decision were section 88 applications (for a new resource consent).​
  • Coastal permits, water permits and discharge permits were predominantly discretionary activity resource consents (see Table 1 below).

Land use and subdivision consents

  • 64 per cent of resource consents processed related to land use activities.
  • Land use consents were most commonly processed as restricted discretionary activities followed by discretionary activities (see Table 1 below).
  • Subdivision consents were most commonly processed as controlled activities (see Table 1 below).

Trends in resource consents processing by activity class

  • 15 per cent of resource consents processed were for controlled activities. This remains consistent with RMA Survey data from 2007/08.
  • 33 per cent of resource consents processed were for restricted discretionary activities. This has increased by 10 per cent since 2007/08.
  • The percentage of resource consents for discretionary activities has gradually decreased from 50 per cent in 2007/08 to 39 per cent in 2014/15.
  • The percentage of resource consents for non-complying activity consents has gradually increased from 8 per cent in 2007/08 to 11 per cent in 2014/15.
