About pre-application meetings

A pre-application meeting is a meeting held between the local authority and the applicant prior to lodgement of a resource consent application. The meeting is documented and linked to the resource consent application when lodged.

Pre-application meetings are considered good practice. They can help ensure that the applicant provides all the necessary information in their application. They can also be used to determine if there are any issues with the proposal that the applicant could resolve before lodging the application.

2014/15

  • 1,794 pre-application meetings were held for section 88 (new) and section 127 (change/cancellation of consent condition) resource consents.
  • 3 per cent of the applications for which a pre-application meeting occurred were determined as incomplete at the time of lodgement (section 88(3) of the RMA) and did not proceed further through the resource consent process (See Table 1 below).
  • 42 per cent of the applications for which a pre-application meeting was held required further information about the proposal under section 92 (See Table 1 below).
  • 27 out of the 78 local authorities did not hold any pre-application meetings, or had no data available.
  • There was a steep drop in the number of pre-application meetings held in 2014/15 when compared to previous years (as noted in Table 2 below).

Limitations and local authority practices

  • The RMA Survey requested data on the number of pre-application meetings held by local authorities, whether or not that meeting resulted in the lodgement of an application for a resource consent.
  • Under the NMS, data was sought in relation to pre-application meetings that led to the submission of an application for a resource consent.
  • Therefore, the NMS 2014/15 data pertaining to pre-application meetings may not be directly comparable with RMA Survey data.
