Notification of resource consents

This page reports on the notification pathway of resource consents. 

RMA requirements

Sections 95 to 95G of the RMA set out the requirements for local authorities in determining the notification pathway for the resource consent application.

There are three different types of notification for resource consent applications:

  • non-notified
  • limited notified
  • publicly notified.

2014/15

  • Non-notification of resource consents remains the predominant processing path for resource consents.
  • 1,497 resource consents (sections 88 (new) and 127 (change/cancellation of condition)) were either limited or publicly notified. This equates to 4 per cent of all resource consents processed to a decision (grant or decline).
  • Of the 36,231 resource consents processed to a decision:
    • 96 per cent were non-notified
    • 2 per cent were limited notified
    • 2 per cent were publicly notified.  
  • The proportion of resource consents that were limited or publicly notified decreased marginally over the last three survey periods (see Table 1 below).
  • Of the resource consents that were publicly notified:
    • 31 per cent were for non-complying activities
    • 63 per cent were for discretionary activities
    • 4 per cent were for restricted discretionary activities
    • 2 per cent were for controlled activities. 

Resource consent applications for controlled activities that were limited or publicly notified appear to have been a part of a larger project requiring more than one resource consent (eg, they were ‘bundled’ together) (see Table 2 below).

  • The proportion of coastal permits that were publicly notified has gradually decreased, however the proportion of those that were limited notified has increased over the last three survey periods.
  • The proportion of discharge permits and subdivision consents that were notified has decreased marginally, however overall the proportions remain constant (See Table 3 below).
