Non-statutory plan-making processes

This page reports on data from 2014/15 on the occurrence of pre-notification consultation, mediation and pre-hearing meetings carried out as part of plan-making processes. 

RMA requirements

There is no statutory requirement for local authorities to undertake pre-notification consultation, mediation and pre-hearing meetings.

However, it is good practice for local authorities to at least discuss opportunities to hold these non-statutory processes as these processes can help to:

  • clarify issues and expectations
  • improve communication
  • develop mutually acceptable solutions.

2014/15

  • The predominant form of pre-notification consultation was targeted consultation with landowners or other stakeholders (See Table 1 below).
  • Hearings were held and completed for 198 plan-making processes:
    • 10 of these processes involved pre-hearing meetings
    • four of these processes involved mediation (an additional process went to mediation and then did not require a hearing).

Note: A plan-making process may involve one or more forms of pre-notification consultation.

Limitations and local authority practices

  • Due to the differing nature of previous survey data, no meaningful comparisons between current and previous data can be made.
  • One local authority did not provide data on the preparation of policy statements and plans, changes and variations.
