Regional policy statements, and regional and district plans form a key part of the planning framework under the RMA. These documents are prepared by local authorities. They identify resource management issues and establish objectives and environmental outcomes which policies, rules or other methods seek to achieve.
NMS reporting requirements
The National Monitoring System (NMS) required local authorities to provide information about all plan-making processes started, underway or completed during 2014/15.
Information on all stages of these processes was requested and is included in the reporting, even if they occurred before 2014/15.
Limitations and local authority practices
Auckland Unitary Plan and Christchurch Replacement District Plan processes have been undertaken in accordance with special legislation. Therefore, data on these plan-making processes have been excluded from the analysis and reporting of NMS data for 2014/15.
