In order to ensure a full and robust process of public consultation on the proposed national policy statement on renewable electricity generation, the Minister for the Environment appointed an independent Board of Inquiry. The Board heard public views via an open submission process and then reported back to the Environment Minister with recommendations on the proposed national policy statement.
The Board’s Chair was Dr Royden Somerville, QC, a Dunedin-based barrister. The other Board members were Geraldine Baumann, Wira Gardiner and Dr Ralph Chapman. See biographical information on the board members.
The Board of Inquiry hearing commenced on 27 April 2009 in Wellington and closed on 26 August 2009.

The Board publicly notified the proposed National Policy Statement on 6 September 2008. It received in total 118 submissions and 25 further submissions.
