The 2004 review programme focused on improving both the Resource Management Act (RMA) and the way it operates in practice. The objective was to give greater certainty and efficiency in processes administered under the Act without compromising good environmental outcomes or public participation.
The programme to improve the RMA has been led by the Associate Minister for the Environment, David Benson-Pope. He is supported by a group of Ministers and an external Ministerial reference group. The work on options for dealing with problem areas has occurred with contributions from a wide range of government agencies, coordinated by the Ministry for the Environment. Local government has also been involved in this work programme.
Opportunities for public input have occurred through meetings with key sector groups, a roadshow in the main centres, and an interactive website. Initial ideas and comments related to the five broad categories of the review were compiled after the closing date for this feedback on Friday 23 July 2004. The Associate Minister for the Environment, David Benson-Pope announced the proposed changes to the RMA on 15 September 2004, followed by Cabinet’s approval for the development of policy to address the problems. The Resource Management and Electricity Legislation Amendment Bill has been introduced to Parliament and is now before the Local Government and Environment Select Committee.
