Central Wind windfarm resource consent application: all-of-government submission for lodging

Central Wind hearings process

  1. Once submissions on the proposal have been received by the councils, a council officer will prepare a summary of submissions and an officer’s report. This report will make recommendations to the joint panel of independent commissioners appointed by the Rangitikei and Ruapehu District Councils, and the Horizons Regional Council to decide on the application. This panel will then hold hearings at which submitters may present their submission and any supporting evidence. The date of the hearings has not yet been announced by the councils.
  2. The main purpose of the Crown submission is to convey the government’s position on the proposal, and provide information on national energy implications. To maximise the effectiveness of the submission, officials (and possibly expert witnesses) will be required to attend the hearings to speak to the submission, give further supporting evidence and answer any questions posed by the hearings committee.
  3. The Ministry for the Environment will coordinate the government’s involvement in the hearings, in close consultation with the Ministry of Economic Development and Department of Conservation. The Ministry for the Environment will also instruct the Crown Law Office if required.

  2. The Treasury, Department of Prime Minister and Cabinet, Te Puni Kōkiri, Ministry for Culture and Heritage, Land Information New Zealand, Department of Internal Affairs, Ministry of Education, Ministry of Transport, Ministry of Agriculture and Forestry and Crown Law Office were informed.
