1. The consent holder shall advise the Waikato Regional Council of the specific parts of the project (relating to specific tower numbers within the designated area) which are not permitted activities and are thus subject to this consent. This advice may be provided on a staged basis, if relevant.
2. The consent holder shall be responsible for all contracted operations related to the exercise of this resource consent, and shall ensure that all personnel working on the site are made aware of the conditions of this resource consent, and shall ensure compliance with those conditions.
3. A copy of this resource consent shall be available to contractors undertaking the works at all times that physical works authorised by this consent are being undertaken, and shall be produced without unreasonable delay upon request from a servant or agent of the Waikato Regional Council.
4. The consent holder shall inform the Waikato Regional Council in writing at least two weeks prior to the commencement of activities of the proposed start date of the works authorised by this resource consent.
5. The consent holder shall appoint one or more representatives prior to the exercise of this resource consent, that shall be the Waikato Regional Council’s principal contact person(s) in regard to the matters relating to this resource consent. At least 10 days prior to the works authorised by this consent, the consent holder shall inform the Waikato Regional Council of the representatives’ names and how they can be contacted within the period of the composting activities. Should the person(s) appointed as representative(s) change during the period of composting activities, the consent holder shall immediately inform the Waikato Regional Council and shall also give written notice to the Waikato Regional Council of the new representatives’ names and how they can be contacted.
6. The consent holder shall provide the Waikato Regional Council with a management plan which details the procedures that will be implemented to operate in accordance with the conditions of this resource consent, and the procedures that will be put into place to manage the effects of any composting and mulching of vegetation. This plan shall be lodged with the Waikato Regional Council at the same time as the Construction Management Plan required in relation to consents 116902, 116904 and 116905 (and may comprise the same document). Any changes to the plan shall be confirmed in writing by the consent holder following consultation with the Waikato Regional Council. The consent holder shall undertake any composting and mulching activities in accordance with the management plan.
The plan shall address, but may not be limited to:
(a) location of mulching/composting areas (general);
(b) management of water/leachate;
(c) protection/fencing;
(d) the information requirements and methods of approval for each specific site to which the consent relates;
(e) site closure; and
(f) reporting.
7. No disturbed or cut vegetation, soil or debris shall be deposited or placed in a position where it may enter any water body or cause diversion, damming or erosion of any waterway.
8. There shall be no discharge of any contaminant (eg, oil, diesel, petrol, effluent) to any water body as a result of the exercise of this resource consent.
9. All machinery shall be operated in a manner which ensures that spillages of fuel, oil and similar contaminants are avoided, particularly during refuelling and machinery servicing and maintenance. Refuelling and lubrication activities shall be carried out away from any water body such that any accidental spillage can be contained.
10. All activities shall be undertaken in a manner that ensures that odour emissions are kept to a practicable minimum.
11. All activities shall be undertaken in a manner that ensures that dust emissions are kept to a practicable minimum.
12. The Waikato Regional Council may in December 2009 and each subsequent December serve notice on the consent holder under section 128 (1) of the Resource Management Act 1991, of its intention to review the conditions of this resource consent for the following purposes:
