Contact Energy Limited is proposing to build a new geothermal power station in the Wairakei-Tauhara Geothermal Field in an area known as 'Te Mihi' near Taupo. The proposal involves a number of associated activities including a new transmission line, a new switchyard, air discharges and discharges to land and groundwater.

Minister Trevor Mallard called in Contacts proposal in February 2008 and appointed an independent Board of Inquiry to consider submissions on Contact Energy’s proposal, to hold public hearings and to make a final decision on the proposal.

The Board’s Chair is Judge Gordon Whiting, an Environment Judge. The other Board members are Dr Patrick Browne, Denis Nugent and Glenice Paine. See biographical information on the board members.

Hearing

The Board of Inquiry Hearing commenced at 10.00 am on Monday 21 July 2008 and then adjourned to read all the evidence. The hearing then re-commenced at 10.00am on Monday 28 July 2008 and was completed on Wednesday 30 July 2008 at 10:45am.

Three pre-hearing meetings were held on Wed 21 May 2008 in Taupo. A further pre-hearing meeting was held on 6 June 2008.

The Board of Inquiry hearing will commence on Monday 21 July 2008 in Taupo.

The hearing procedures require that all submitters who wish to give or call evidence at the hearing will provide their evidence by 23 June 2008.

Submitters who wish to speak to their submission and not call evidence do not need to provide their submission again.

The hearing procedures also advise that cross-examination of witnesses is allowed.  Notice of your wish to cross examine a witness is due by 11 July 2008.

Information for Submitters

All submitters were sent a letter on 6 June 2008 providing further information regarding the hearing. 

The letter advised of the pre-hearing timelines and requested that those submitters who wish to be heard confirm by 23 June 2008.  Submitter evidence is also due on 23 June 2008. 

A letter to submitters was sent on 11 April 2008.  This letter provides a summary of the information discussed at the first Board meeting on 3 April 2008. The letter suggests the option of pre hearing meetings and includes a draft proposed timetable for the hearing.

Submissions

The Board of Inquiry Te Mihi Geothermal Power Station Proposal has received 24 submissions on Contact Energy Ltd’s proposed new geothermal power station.

The submissions were originally received by the Minister for the Environment and then provided to the Board in accordance with the Resource Management Act.
