RECENT UPDATE: The Southdown Holdings Ltd, Williamson Holdings Ltd and Five Rivers Ltd resource consent applications that were called in by the Minister have been withdrawn as of 18 March 2010.
Southdown Holdings Ltd, Williamson Holdings Ltd and Five Rivers Ltd lodged resource consent applications for the storage/discharge of effluent and land use from under-cover dairy operations in the Mackenzie Basin. The Minister for the Environment, Hon Dr Nick Smith, has called in the applications and referred them to an independent Board of Inquiry.
The combined applications are for the under-cover farming of up to 17,850 cows, with a total effluent discharge of 1,743,000 per day. The farms are on private land in the Mackenzie Basin, in the Waitaki District. The applications were lodged with Environment Canterbury in July 2009. The applications were then publicly notified by Environment Canterbury. At the close of the public submission period (on 15 January 2010), approximately 5,000 submissions were received.
On 27 January 2010, the Minister announced his direction to call in the applications and refer them to a Board of Inquiry. Background information relating to the Minister’s decision to call-in the applications to a Board of Inquiry.
The role of the Board of Inquiry is to consider submissions on the proposals, hold public hearings and make a final decision. The Board will be chaired by Environment Judge Borthwick and the Board members are Mike Bowden, Dr Jim Cooke, Edward Ellison and Professor David Hamilton.
