Executive Summary

Background

The Resource Management Act 1991 provides for waters to be classified, as a tool in the management of water quality. In recognition of the potential problems created by biological growths in rivers, lakes and estuaries, the Act in the Third Schedule specifies the following
standard:

'"There shall be no undesirable biological growths as a result of any discharge of a contaminant into the water".

This standard applies to water classes being managed for aquatic ecosystem purposes, fish spawning, contact recreation, water supply, irrigation, and industrial abstraction.

This publication is intended to give guidance in the application of this standard. it is based on a technical report commissioned from the DSIR. Water managers and users have subsequently provided comments and the technical report has been edited by the Ministry for the Environment to incorporate these views.
