The Reference Group recommends introducing the following to complement and assist with the implementation of a National Environmental Standard once enacted:

• best practice assistance for regional government to implement the National Environmental Standard
• data management guidelines at a council level (data processing, storage and accessibility of information)
• industry accreditation system for water measuring installation and compliance
• guidelines to assess the amount of water required for an individuals' reasonable domestic needs and the reasonable needs of animals for drinking water.
