Options to improve water allocation outcomes
A report prepared by Sinclair Knight Merz

The report, prepared for MfE, MAF & MED, investigates approaches for the allocation and subsequent reallocation of water in New Zealand, including situations of over-allocation. It looks at alternatives to first-in-first-served such as sector priority, reliability bands, resource share (proportional allocation), auction, ballot, administrative and market-based transfers, and mechanisms for claw-back.
