The following is a sample WMMP outline that is provided to help you develop the structure and content of your WMMP, with a view to meeting statutory requirements. The sample outline should be read in conjunction with the main guidance document. Using this outline will not ensure that all statutory requirements are met, because this depends on how you go about the development process for the WMMP, including how you conduct the waste assessment, consultation and decision-making processes. The effectiveness of the WMMP is also highly dependent on the objectives and actions contained in the WMMP, and how these are resourced, implemented and monitored during the planning cycle.
We recommend that a WMMP have three key components:
Part A − the high-level strategy, containing a summary of the waste situation, along with the council’s goals, objectives and targets for waste management and minimisation
Part B – the action plan, with detailed information about activities that will be undertaken to achieve the objectives and targets of the strategy and how they will be carried out and resourced
Part C – an appendix of supporting information, including, for example, the waste assessment and any other technical reports or documents that support the WMMP.
This structure allows for ease of use and readability of the main body of the plan, while providing supporting documentation for those readers who require further detail to facilitate decision-making. The separation of the action plan also allows for some changes to be made to the action plan without triggering a full review of the WMMP.
A draft WMMP prepared for public consultation may be structured differently from a finalised WMMP. For example, a consultation draft may have more detail on proposed options, particularly if significant changes to levels of service or new infrastructure are proposed as an outcome of the waste assessment.
The questions for consideration contained in Appendix 2 of this guidance should be consulted in conjunction with this WMMP outline to assist in plan preparation and documentation.

Use of this sample outline is not a requirement of the WMA. It is provided to help councils develop and draft their WMMP. Councils are not required to adhere to this outline and should develop their WMMP in a manner that suits their specific circumstances and needs.
