This is a background paper, prepared by the Ministry for the Environment,
for implementing the New Zealand Waste Strategy. The purpose of the
paper is to identify the policy instruments available for implementing
the New Zealand Waste Strategy and the framework for selecting and ensuring
the provision of an effective package of instruments.
The paper primarily relates to the role of central government (i.e.
the Ministry for the Environment) and to central government policy instruments.
The paper was prepared initially as an internal working paper but is
being made publicly available as it serves as context for work on specific
instruments, such as a waste levy.
