This is a paper, prepared under contract to the Ministry for the Environment,
which considers the legislative basis for waste minimisation and management
policy instruments in a number of selected countries. The paper is intended
to provide background and a source of reference for work reviewing New
Zealand's waste legislation and institutions. The views expressed in
this paper do not necessarily reflect the views of the Ministry for
