Hazardous wastes are wastes that are listed as hazardous on the NZ Waste List or that contain hazardous substances which exhibit hazardous characteristics or generate a leachate that exhibits hazardous characteristics. Non-hazardous wastes are wastes which are not listed as hazardous on the NZ Waste List. They may contain hazardous substances, so long as the waste as a whole does not exhibit hazardous characteristics or generate a leachate that exhibits hazardous characteristics. If a hazardous waste has been treated to remove its hazardous characteristics and potential to generate a hazardous leachate then it becomes a non-hazardous waste.
