This report was commissioned by the Ministry for the Environment to review international experience and help identify potential mechanisms to influence urban development in New Zealand.
The report is intended to provide a stimulus for further work, discussion and debate within central and local government.
A number of agencies including Auckland Regional Council, Auckland City Council, North Shore City Council, Waitakere City Council, Greater Wellington Regional Council, Wellington City Council, Christchurch City Council and Selwyn District Council participated in the project. However, neither the Ministry nor its partnering agencies are responsible for the content or reliability of the report and do not necessarily endorse the views expressed within it. It does not represent government policy.
