Summary

In April 2004 council invited expressions of interest for the Maintenance Service Contract (Provision of Mowing and Hygiene Services) 2004. The contract documentation included environmental criteria that the service provider had to meet in order to secure the contract.

Key drivers

The Maintenance Service Contract aimed for the provision of cost-effective delivery of parks maintenance services, namely mowing (mowing and grass control) and hygiene (toilets, barbecue cleaning and litter collection) across a number of regional parks. Previous tendering methodologies focused strongly on separating service contracts by activity and by park location (thus these services were provided through 43 park-by-park contract documents). The consolidation of contracts has allowed a more coordinated approach to contract delivery more suitable to the inclusion of environmental criteria.

Project detail

The contract aligns to council's environment policy by specifying environmental criteria for chemical use in relation to control of vegetation and cleaning services, products to be used as part of services provided (for example, toilet paper) and the collection of waste.

Key challenges

The key challenges identified for this project were:

  • The development of broader sustainability criteria given the absence of a formal procurement policy.
  • To monitor compliance with environmental criteria throughout the contract.
  • The ability of contractors to comply with environmental criteria is subject to the provision of local services and infrastructure, e.g., non-provision of a recycling network. A key challenge for ARC is to work in partnership with its regional stakeholders to develop the provision of such services.
