1 Introduction
This document describes the Ministry for the Environment’s national programme for reporting on the state of New Zealand’s environment.
The document’s purpose is to:

describe the work being done

explain how it fits with the work of other agencies

provide a transparent record of the principles that shape it and the external expectations that drive it
- clarify the Ministry’s role and mandate.
