Steps illustrated in the figure are explained below:

Step 1
The Requiring Authority (RA) sends an outline plan to the Territorial Authority (TA). The TA assesses the outline plan, and decides whether to request any changes.

Step 2
If changes are required, the TA writes to the RA and requests the changes.

Step 3
If the RA does not accept the changes suggested by the TA, the RA can undertake works in accordance with the revised outline plan.

Step 3a
If the RA accepts the TA suggested changes (or if no changes are required), the RA may undertake works in accordance with the outline plan.

Step 4
If the Environment Court does not confirm the TA appeal, (go to step 3).

Step 5
If the Environment Court confirms the TA appeal, the RA can undertake works in accordance with the revised outline plan.
