Relocation of poles to enable roading development

Project description: The local district council has requested Transpower to relocate three existing poles (A, B and C) on an existing 110kV transmission line, to enable the extension of an arterial road. Poles A and B are 13 metres high and pole C is 15.5 metres high. All replacement poles will be 18.15 metres high. In accordance with the mandatory requirements of NZECP 34:2001,  the proposed increase in pole height is required to maintain safe clearance distances between the transmission line conductors and the ground (in this case the road).

Replacement poles A and B will be relocated 10 metres west of their existing locations. Both poles will be a further 20 metres away from any occupied buildings. Replacement pole C will be relocated 4.7 metres north of its existing location and 10 metres away from any occupied building; this is a further 1.5 metres away from any building in its current location. The project is not located in a historic heritage area or natural area.

Relocation of three existing poles with three replacement poles in a different location These works would not be a permitted activity as the replacement poles would not meet regulation 14(3) and 14(8).
The proposed works would be restricted discretionary - regulation 16.
Earthworks and vegetation clearance not in a natural area or historic heritage area Any earthworks or vegetation clearance will be permitted, provided the relevant conditions in regulations 30 and regulation 33 are met. Transpower could choose to apply for a certificate of compliance for the permitted work.
Other potentially relevant activities Status under NES
Noise from machinery Noise from machinery is permitted by regulation 37, provided it meets the limits in NZS6803:1999 Acoustics Construction Noise. Any vibration would need to meet the vibration standard DIN 4150–3:1999.
Signs on support structures Signs are permitted by regulation 23, provided conditions (2) and (3) are met.
