How the National Environmental Standards deal with electricity transmission activities (2 of 12)
Operation of existing transmission line and use of access tracks
Explanation: operating existing transmission lines
Operating a transmission line is permitted, without any specific conditions. Operation is defined in the regulations as "the use of the line to convey electricity". Operation would include turning circuits on and off and occupation of the land or coastal marine area covered by the transmission line - regulation 5. Any increase in the voltage or current rating of the line would require compliance with the EMF conditions in regulation 10.
Refer to technical section on transmission lines.
Explanation: use of access tracks to existing lines
Using an access track to an existing transmission line is permitted, without any specific conditions. However, if earthworks or vegetation clearance are needed to create, maintain or upgrade the track, the requirements of regulations 30, 31 and 32 for vegetation clearance and regulations 33 to 36 for earthworks must be met. Note that the NES does not cover the construction or use of a bridge or culvert (see information on activities the NES applies to) - regulation 5
