Ten-step framework
The Urban Amenity Project created a ten-step framework for managing urban
amenity. This is the framework used by the four councils who took part in
the Urban Amenity Project trials.
- Define the urban amenity objective:
decide what you want to achieve.
- Define the environment:
identify the physical environment you’ll work with.
- Find out the characteristics of the community:
learn about the demographics of the people living in the environment.
- Identify what urban amenity means locally:
consult with the community.
- Identify the attributes:
analyse the results of your consultation.
- Identify options for managing urban amenity:
assess what methods are available within council for creating a liveable
urban environment.
- Develop a monitoring strategy:
draw together council, community, and business activities to create a liveable
urban environment.
- Identify issues to monitor:
decide how you’ll measure the success of your strategy.
- Develop indicators using a systematic process:
choose the threshholds, or benchmarks, for measuring your strategy.
- Review and give feedback:
assess your work and share your results at each stage of the process.

They also form the basis of the Ministry for the Environment’s shorter
