First things first – what to expect before the hearing

Sending out the planning report and the agenda

If you are taking part in a resource consent hearing you can expect to receive the council’s planning report at least five working days before the hearing. You’ll also get a formal agenda and information on how the hearing will proceed.

For policy statement and plan hearings, the planning reports will have:

  • a summary of the key points raised by submitters
  • a discussion of those issues
  • a recommendation on each submission.

These reports are usually sent out before setting times for submitters to be heard.

Visiting the site

To understand the likely effects of a resource consent application it’s important the parties visit the site. This is usually done before the hearing or very early on in the hearing.

The site visit is not the time for any of the parties to talk directly to the panel members about the merits of the application.
