Although it may seem expensive, a good lawyer with resource management experience will be more likely to present the appeal in a way that influences the outcome of the case in your favour, and may reduce the risk of having to pay costs.

If you don't want a lawyer, you should have your case checked by someone experienced in resource management law and planning. Ideally you should do this before lodging your appeal. This will cost money but it may save substantial costs in the long run.

Free legal advice is available from community law centres in major cities (contact your Citizen's Advice Bureau for more information). Environmental groups are becoming increasingly experienced and may be able to offer advice.
