This figure is a flowchart showing the process for the development of a national Environmental Standard.  This flowchart is a linear flowchart broken into 9 main stages of development.  The content of the flow chart is as follows:

 

1. Scoping

  • Cabinet or group leaders’ approval to scope
  • Problem definition
  • Identify priority issues
  • Identify policy context
  • Convene policy group
  • Prepare scoping report
  • Is NES the most appropriate tool?
  • If NO: Consider other tools

2. Discussion document

  • If YES: Convene technical working group
  • Develop discussion document
  • Commence cost-benefit analysis
  • Prepare Cabinet paper
  • Cabinet approval to consult

3. Public notification

  • Public notification

4. Submission period

5. Analysis of submissions

6. Final proposal to the Minister
