National Objectives Framework - Statistical considerations for design and assessment

This report provides advice on statistical issues relevant to the 2014 National Policy Statement for Freshwater Management, having particular regard to its National Objectives Framework (NOF). Topics include the role of sampling variability and sample size when estimating the true ‘attribute’ state of a monitoring site, interpreting the ‘sampling statistics’ described in the NOF tables, and burden-of-proof considerations.
