The figure shows relationships between government and iwi leadership.

At the Governance/Strategic level, Government Ministers interact with the Climate Change Iwi Leadership Group (ILG) comprising Dr Apirana Mahuika, Paul Morgan, Mark Solomon and Timi Te Heuheu. The ILG interacts with the Federation of Māori Authorities (FOMA) at this level.

At the Operational/Technical level, government officials deal with the ILG Secretariat comprising Willie Te Aho, Linda Te Aho, Gina Rangi and Mahinarangi Maika.

Government officials receive input from Iwi Leaders (Governance/Strategic) who in turn are informed by Iwi Organisations and Economic Authorities (Operational/Technical).

Iwi leaders connect with the Māori Reference Group Executive (MRGE) comprising R Pikia, J Tuuta and L Kanawa. These are informed by the Maori Reference Group comprising L Tukua, S Wilson, A Houkamau, J Ruru, T Paenga, M Black, S Clainr, T Wilson, H Ruru and M Skerrett. This groups is in turn informed by 12 Rohe and the Māori Climate Change Consultation Database.

Also connected to the MRGE are the Peak Group (Jamie Tuuta from ILG and Roger Pikia from FOMA) informed by 4 Technical Advisory Groups (led by L Kanawa, T Karaitiana, T Potaka and P Ammunson).

The Peak Group has a direct link to the FOMA at the top level also.
