Figure 2 shows the projected emissions for 2010 with the uncertainty limits compared to the total emissions reported in the national inventory from 1990-2003. The emissions reported in the inventory are rising at approximately 1.6% a year. There are fluctuations between years that are primarily related to the hydro-electric generation capacity. A linear extrapolation of the trend in emissions falls though the most likely value for projected emissions, i.e. 80.7Mt.
