Welcome to the sixth issue of our e-newsletter to keep you up to date with the regulations-making process for allocating emissions unit credits to businesses under the New Zealand Emissions Trading Scheme (NZ ETS).

In this issue:

Deadlines for data submission

Data must be submitted by 5.00 pm on the due dates. The following activities have due dates coming up within the next two weeks:

  • aluminium smelting (23 June)
  • production of cementitious products (24 June).

The deadline has passed to submit data on the following activities:

  • production of burnt lime
  • production of carbamide (urea)
  • manufacturing of carbon steel from cold ferrous feed
  • production of cartonboard
  • production of chlorine gas and sodium hydroxide (caustic soda) solution
  • production of clay bricks and field tiles
  • production of gelatine
  • production of glass containers
  • production of high purity ethanol
  • production of hydrogen peroxide
  • production of market pulp
  • production of methanol
  • production of newsprint
  • production of packaging and industrial paper
  • production of tissue paper.

When the Ministry for the Environment receives data from a firm the following steps will occur:

  1. An email confirmation will be sent by the Ministry for the Environment.
  2. The Ministry will then conduct checks on the data.
  3. The Ministry may contact the firm concerned to seek further information or clarification.
  4. The data will be assessed to determine the emissions intensity of the activity and the relevant products as described in the Gazette Notice.
  5. If the activity is found to be eligible, regulations will be made to allow applications for allocation.

The first regulations for eligible industrial activities are likely to be made during July.

Data submission requirements

When firms respond to a call for data in a Gazette notice, the response must include:

  1. the specified template (the Data Form) containing data on emissions, revenue and production for the activity as described
  2. a completed Bases of Preparation, and
  3. a signed Declaration.

Both electronic and hard copies of the completed documents must be provided to the Ministry for the Environment. The Data Form should be submitted electronically in Excel format, Bases of Preparation in either Word or PDF format, and signed Declaration in PDF format. Upcoming data collection workshops

Additional workshops will be held for businesses producing cucumbers, fresh capsicums, and fresh tomatoes. These workshops are an opportunity to learn more about how to supply the required data to determine whether or not these activities will be eligible for an allocation. There will also be opportunities at each workshop to receive direct assistance with completing the data forms.

  • Kumeu: Kumeu Community Hall, 35 Access Road, Kumeu on 25 June
  • Pukekohe: Oakes Room, Pukekohe Park, 222–250 Manukau Road, Pukekohe on 28 June
  • Nelson: The Rutherford Nelson, Trafalgar Square, Nelson on 2 July
  • Christchurch: PricewaterhouseCoopers’ office, 119 Armagh Street, Christchurch on 5 July
  • New Plymouth: PricewaterhouseCoopers’ office, 54 Gill Street, City Centre, New Plymouth on 12 July.
