Welcome to the fifth issue of our e-newsletter to keep you up to date with the regulations-making process for allocating emissions unit credits to businesses under the New Zealand Emissions Trading Scheme (NZ ETS).
Further activities have been identified as potentially eligible for allocation. Notices have now been issued by the Minister for Climate Change Issues calling for data on emissions, production and revenue from firms carrying out the following activities:
Data requested by way of Notice in the New Zealand Gazette is necessary to determine whether these activities will qualify for an allocation of emission units. Firms who do not supply data by the relevant deadline may not be able to receive units.
Data must be submitted by 5.00 pm on the due dates.
An email confirmation will be sent by the Ministry for the Environment on receipt of a firm’s Gazette notice response. The Ministry will then conduct checks on the data to ensure that the required data has been provided. If issues are identified during these checks with the data provided, the Ministry will contact the firm concerned to clarify matters or seek further information.
Following assessment of data provided by firms, the first decisions by Cabinet on which activities will be eligible for industrial allocation are likely to be made in June. Whether or not an activity is eligible depends on the average emissions intensity across the whole industry carrying out that activity. If activities are deemed eligible for an allocation of emission units, only businesses who have supplied data will be able to apply for an allocation.
Workshops for businesses producing cucumbers, fresh capsicums, fresh tomatoes or cut roses will be held between 17 May and 3 June in six locations around New Zealand. The workshops are an opportunity to learn more about how to supply the required data to determine whether or not these activities will be eligible for an allocation.
