Welcome to the fourth issue of our e-newsletter to keep you up to date with the regulations-making process for allocating emissions unit credits to businesses under the New Zealand Emissions Trading Scheme (NZ ETS).
Further activities have been identified as potentially eligible for allocation. The Minister for Climate Change Issues has now issued calls for data on emissions, production and revenue from firms carrying out the following activities:
Data requested by way of Notice in the New Zealand Gazette is necessary to determine whether these activities will qualify for an allocation of emission units. Firms who do not supply data by the relevant deadline may not be able to receive units. Electronic copies of the Gazette Notices will be available at www.gazette.govt.nz.
Additional activities proposed by submitters as potentially eligible for industrial allocation are still under consideration. Further information will be provided in due course.
Data must be submitted by 5.00 pm on the due dates.
The following information and guidance materials have been published to help firms comply with the data collection requirements:
A detailed summary of submissions on the December 2009 consultation document on industrial allocation regulations has now been published. The summary of submissions sets out the key issues raised in submissions, such as the electricity allocation factor, revenue rules and emission rules. It also has the Government’s response to these comments.
Individual submissions received are also available. Where submitters identified material as commercially sensitive, this has been withheld from publication.
Activity analysis summaries will also be published at www.climatechange.govt.nz shortly for activities for which a call for data is notified in the New Zealand Gazette. These summaries of analysis outline key issues raised in submissions and set out how the activity definitions fit with the legislative requirements of the Climate Change Response Act 2002.
