Welcome to this issue of our e-newsletter. The newsletter keeps you up to date on the regulations-making process for allocating emissions unit (NZUs) to businesses under the New Zealand Emissions Trading Scheme (NZ ETS).

In this issue:

Group four activities announced

Applications for industrial allocation for the fourth group of eligible industrial activities (‘group four activities‘) open in December 2010 and January 2011.

The activities and opening dates are:
Production of protein meal  - opens 2 December 2010
Production of fresh tomatoes - opens 1 January 2011
Production of fresh capsicums - opens 1 January 2011
Production of fresh cucumbers - opens 1 January 2011
Production of cut roses - opens 1 January 2011

Production of protein meal

Applications for provisional allocations open on 2 December 2010. At this time you can apply for the provisional allocation for 1 July to 31 December 2010 period, based on annual production for 2009.

Firms may choose to wait until January 2011 and apply for the:

  • final allocation for 2010 (for the period 1 July – 31 December), and
  • provisional allocation for 2011 (full calendar year)
    at the same time.

Production of fresh tomatoes, fresh capsicums, fresh cucumbers and cut roses

Applications for allocations open on 1 January 2011. From this date you will be able to apply for the:

  • final allocation for 2010 (for the period 1 July – 31 December), and
  • provisional allocation for 2011 (full calendar year).

Assistance for growers will be provided in workshops held throughout the country in December 2010 and late January/February 2011.  Each workshop will show two half hour presentations (repeated).

Horticulture and Floriculture workshop dates and locations for December

  • Pukekohe: 6 December, 3.00pm–7.00pm, Counties Function Centre, Pukekohe Park , 222–250 Manukau Road, 1st presentation 3.00pm, 2nd presentation 5.30pm
  • Auckland: 7 December, 3.00pm–7.00pm, Hobson Motor Inn, 327 Hobsonville Road, Hobsonville 1st presentation 3.00pm, 2nd presentation 5.30pm
  • Napier: 9 December, 10.00am–3.00pm Napier, War Memorial Conference Centre, Marine Parade 1st presentation 10.00am, 2nd presentation 1.00pm
  • Nelson: 10 December, 1.00pm–5.00pm Nelson, Rutherford Hotel, Trafalgar Square 1st presentation 1.00pm, 2nd presentation 3.30pm
  • Christchurch: 13 December, 3.00pm-7.00pm, Addington Events Centre, Twiggers Street, Tower Junction, 1st presentation 3.00pm, 2nd presentation 5.30pm

The workshops planned for late January/February 2011 will be held in Auckland, Palmerston North, Blenheim and Christchurch.

New online application form

A new online application form will be available from 1 January 2011. The application form has been redesigned to be more user-friendly. For example, if you are applying for two activities or putting in two applications in the same session, the form saves details so you only need to enter your contact details once.

Christmas period closing details

The Ministry for the Environment closes from midday on Friday 24 December 2010 and reopens on Monday 10 January 2011.

Any emails sent to etsallocations@mfe.govt.nz during this time will be responded to when we reopen.
The 0800 CLIMATE (254 628) contact centre closes 5.30pm on Friday 24 December 2010 and reopens on Wednesday 5 January 2011 at 9.00am.
