Figure 4-1 shows how, depending upon the significance of likely effects of a proposal, it may be assessed as either a
- tier 1 (preliminary, does not exceed tier 1 thresholds),
- tier 2 (screening, predicted concentrations do not exceed significance criteria) or
- tier 3 (detailed) assessment.
Tier 3 assessments require consultation with the regional council prior to commencing and mitigation of any significant impacts.
