The Tier 3 assessment involves
- characterising the receiving environment through background air quality and local meteorology, location of receptors and local topograhical features
- characterising discharges into the air, through site emissions inventory and stake emissions testing.
This is followed by dispersion modelling, exposure estimate, and assessment of the potential effects by comparison with air quality criteria. This would involve a health risk assessment when necessary and mitigation where necessary, resulting in starting the process again.
