Description

This output class covers the monitoring of the Energy Efficiency and Conservation Authority (EECA). It also provides for research analysis and advice necessary to shape a sustainable and efficient energy future for New Zealand. It involves integrating environmental, economic, social and cultural aspects of policy development.

Outputs

The following activities are included within this output class:

  • monitoring EECA
  • providing policy advice on energy efficiency and conservation issues
  • managing the transfer of funds for the Crown loan scheme
  • advising the Minister on matters relating to energy efficiency and conservation, and the use of renewable sources of energy in New Zealand
  • administering the Energy Efficiency and Conservation Act (2000)
  • administering energy efficiency regulations.

Quality

Minister is satisfied with the advice given by the Ministry.

Quantity

Provide formal advice to the Minister on matters relating to energy efficiency, at least on a quarterly basis.

Timeliness

Advice on EECA’s quarterly reports will be received by the Minister no later than one month after the quarter end.

Description

This output class includes:

  • providing climate change policy advice
  • ongoing management of previous Negotiated Greenhouse Agreements
  • managing existing projects to reduce emissions agreements
  • operating climate change information programmes
  • fulfilling New Zealand’s international climate change obligations and building international relationships.

Outputs

Within this output class the Ministry will:

  • develop cost-effective abatement measures that preserve the competitiveness of New Zealand business
  • develop and implement policies aimed at reducing greenhouse gas emissions from key sectors including agriculture, small and medium enterprises and energy-intensive businesses, local government and transport
  • develop materials and information to help key sectors prepare for the impacts of climate change
  • represent New Zealand at multilateral and bilateral international fora
  • implement a public awareness and education programme on climate change and keep New Zealanders well informed about climate change science
  • ensure New Zealand’s response to climate change takes account of the latest information on relevant science and technology
  • coordinate the preparation of New Zealand’s annual Greenhouse Gas Inventory
  • advise on the development of regulations under the Climate Change Response Act (2002).

Quality

Key stakeholders including agriculture, small and medium enterprises and local government are consulted on, and agree with, key elements of the Cabinet-approved work programme.

Quantity

Develop an agreed work programme, with the long-term goal of reducing New Zealand’s emissions.

Timeliness

Work programme for the next 3-5 years will be taken to, and agreed upon, by Cabinet by 30 September 2006.

Output Class: Carbon Monitoring Programme

Description

This output class involves the implementation of the New Zealand Carbon Monitoring Programme to ensure our land use, land-use change and forestry (LULUCF) data in our Greenhouse Gas Inventory and entering the carbon accounting system is robust, meets international requirements, and underpins the economic return on sink credits.

This output class covers:

  • data collection in indigenous forests, regenerating scrub forests and the soils beneath
  • data collection on soils undergoing land-use change (eg from pasture to forestry and vice versa)
  • analysis, allometric model development and provision of other science related to data collected
  • data on soils other than those covered above
  • planted production forestry growth data
  • land use, land-use change and forestry underpinning science and science capability
  • provision and analysis of data for tracking the land-use change from 1990
  • development, management and coordination of the carbon accounting and monitoring system.
