Update on the waste minimisation (solids) bill

The Government has recently released details of several proposals to help minimise the generation of waste and increase its recovery. The most important measures are:

  • a national waste levy at $10 per tonne (exc. GST)
  • product stewardship legislation
  • new requirements for reporting on waste
  • new structures for the governance of waste
  • a new body to advise the Minister for the Environment on waste.

New legislation is needed to implement some of the proposed measures. The Waste Minimisation (Solids) Bill, currently before the Local Government and Environment Select Committee, offers a vehicle to achieve this, although substantial amendments may be required.

The proposals were presented to the Select Committee in September. They will be considered within the context of the Bill, and the Select Committee will report back to the House in March 2008, before Parliament votes on the Bill.
