The Ministry has an important role in ensuring effective environmental governance in New Zealand. As part of this role it undertakes investigations, analysis, review and monitoring. It provides advice on a range of environmental issues. The role includes leading whole of government initiatives, coordinating the collaboration of central and local government in the delivery of environmental programmes and administering legislation, as well as providing advice to the Government and others.
Through this output class, the Minister purchased advice on environmental policies, issues and the implementation of government decisions to achieve a healthy environment, which enhances social and economic well-being.

The Ministry provided “What’s your next step?” collateral (quick screens, tip sheets, magnets, t-shirts, use of portal) to local councils to be used in parallel with their own sustainability messages at local events (includes Northland Regional Council, New Plymouth District Council, Hawke’s Bay Regional Council and Kapiti Coast District Council). |
| Build capability within communities to achieve greater sustainability. | Achieved – The Ministry refocused and enhanced the Sustainable Management Fund (SMF) to support delivery of community-based household sustainability projects. A new SMF category called ‘Encouraging Sustainable Households’ was introduced to help raise awareness within households about sustainable practice in energy use, water use, transport, and waste disposal. Approximately $1 million was allocated under this new category to 13 programmes (including Eco-design advisors in seven councils) for 2008/09. The Ministry funded the Sustainable Living and Sustainability Trust programmes. Both programmes aim to build capability and to educate a wide range of households about sustainable practice in energy use, water use, transport, and waste disposal. The end of the year results show both programmes have been successful in recruiting 26 councils, approximately 3,000 participants and getting behaviour change in the section of society which is willing to act but has not yet done so. |
