Vote: Climate Change and Energy Efficiency
Output Class: Policy Advice – Energy Efficiency and Conservation

Through this output class, the Minister purchased policy advice on energy efficiency and conservation issues and monitored the services provided by the Energy Efficiency and Conservation Authority (EECA). It also provides for research analysis and advice necessary to shape a sustainable and efficient energy future for New Zealand. It involves integrating environmental, economic, social and cultural aspects of policy development.

Output: Advise the Minister on issues relating to energy efficiency and conservation and renewables, including support to EECA in delivering its work programme and to assist with finalisation of the New Zealand Energy Efficiency and Conservation Strategy (NZEECS) and the New Zealand Energy Strategy (NZES).

Performance Measure 2007/08 Performance
Monitor agency progress and report on delivery of the EnergyWise Homes package to the Joint Zealand Energy Efficiency and Conservation Strategy / New Zealand Energy Strategy Steering Group. Achieved – The Ministry provided EnergyWise Homes package progress reports to the Steering Group in preparation for the six monthly report to the Minister in January 2008 and Annual Report in August 2008.
Work with the Energy Efficiency and Conservation Authority (EECA) to deliver Vehicle Fuel Efficiency labelling regulations by February 2008 Achieved – Vehicle Fuel Efficiency labelling regulations took effect in February 2008 and came into force on 8 April 2008.
Work with EECA to deliver regulations and amendments for the Minimum Energy Performance Standards (MEPS) project to meet the April and September work programme deadlines. Achieved – The Ministry worked with EECA to amend Energy Efficiency (Energy Using Products) Regulations 2002 which came into force on 1 April 2008. The Ministry revised standards for minimum energy performance labelling for domestic refrigerators and freezers, and commercial air conditioners and heat pumps.
Work with EECA to deliver the finalised New Zealand Energy Efficiency and Conservation Strategy (NZEECS) by October 2007. Achieved – The Ministry worked with EECA to deliver the final New Zealand Energy Efficiency and Conservation Strategy to Cabinet in October 2007.
Work with the Ministry of Economic Development to assist it to deliver the finalised New Zealand Energy Strategy (NZES) by September 2007. Partially achieved – The Ministry supported the Ministry for Economic Development to complete the final NZES (completed in October 2007).
Work with EECA to deliver the voluntary Home Energy Rating Scheme (HERS) programme by December 2007 and report back by April 2008. Partially achieved – The voluntary Home Energy Rating Scheme was developed and launched by EECA (with the Ministry’s support) in December 2008. The Cabinet report back on the voluntary programme (due in May 2008) has been delayed by the Minister pending a review of the programme against its original policy objectives.
Deliver Amendments to the EECA Act by early February 2008 and draft a Bill for introduction to the House. Partially achieved – The Ministry gained Cabinet approval in late September 2007 for five proposals to be included in an EECA Amendment Bill. Drafting of the Bill is taking longer than expected.

Output: Implement parts of the EnergyWise Homes package, agreed in Budget 2007, for which the Ministry has responsibility.

Performance Measure 2007/08 Performance
Support councils in their work to improve household energy efficiency, eg, to promote uptake of small scale renewable energy technologies (such as solar water installations). Partially achieved – The Ministry scoped and developed a draft project plan for supporting councils on ways to increase the uptake of technologies and methodologies that increase energy efficiency in households. Began work with a consultant to complete and promote best practice case studies on good energy efficiency practice.
Work with industry to develop new funding mechanisms to support greater uptake of household energy efficiency measures. Not achieved – The Ministry developed a concept in association with the New Zealand Green Building Council for an environmental rating tool for new and existing residential houses that includes a full suite of environmental measures (eg, energy efficiency, water use, waste) to enable a range of uses. This is a precursor to the development of new funding mechanisms that are expected to be introduced in 2008/09.

Output: Monitor the performance of the Energy Efficiency and Conservation Authority (EECA) against outputs the Minister of Energy has agreed to purchase (as defined in the Output Plan) and advise the Minister on appointments to the Authority.

Performance Measure 2007/08 Performance
Assist with drafting and signing off on the Energy Efficiency and Conservation Authority’s (EECA) reporting requirements and coordinate appointments as required.

Achieved – The Ministry assisted with drafting and signing off on EECA’s reporting requirements as follows:

  • assisted EECA on processes for finalising its Annual Report for 2006/07
  • briefed the Minister on issues arising from EECA’s quarterly reports
  • briefed the Minister for regular meetings with the Chief Executive and Chair of EECA
  • assisted with EECA’s responses to questionnaires relating to its 2006/07 financial review hearings before the Local Government and Environment Select Committee
  • managed the transfer of responsibilities for monitoring the performance of EECA (and providing primary policy advice on energy efficiency) to the Ministry of Economic Development by 1 July 2008
  • provided input into EECA’s Statement of Intent 2008–2011 and Output Agreement.
The Ministry coordinated the appointments of four new members of the EECA board, and the appointment of a new Deputy Chair, on 24 September 2007.The Ministry prepared recommendations for an increase in fees for EECA’s board members. This increase was approved by the Minister of Energy and the Associate Minister of State Services in late June 2008.
