This output class covers the monitoring of the Energy Efficiency and Conservation Authority. It also provides for research analysis and advice necessary to shape a sustainable and efficient energy future for New Zealand. It involves integrating environmental, economic, social and cultural aspects of policy development.
Outputs in this class were provided within the appropriated sum and within the timeframes as specified in the Estimates (unless otherwise stated). Performance measures were specified for each output as appropriate.
Drafting instructions were completed subject to timeframes set in the Government's Legislative Programme.
All outputs were delivered to the Ministers' specifications. Orders in Council and regulations were intra vires and in accordance with principal statutes.

The 2003/04 Estimates contain one output in Output Class: Policy Advice: Energy Efficiency and Conservation.
Achieved. The Ministry provided input into the development of the Energy Efficiency and Conservation Authority's (EECA) key governance and accountability documents (ie, Purchase Agreement, Statement of Intent, Monitoring Agreement) and the Minister was briefed on these.
The development of a consistent and integrated system was further progressed to ensure the key relationship, between EECA, the Ministry and the Minister are effective and helpful to all parties and that monitoring processes managed by the Ministry are rigorous, transparent, timely and meet all state sector monitoring standards. The Ministry for the Environment also liaised regularly with EECA on budgets and board membership.
Ongoing. Cabinet approved (in May 2004) the MEPS 2003-05 Forward Programme and specific date alignments with Australia.
The Minister of Energy approved a Cabinet paper for MEPS introductions for commercial refrigeration equipment, distribution transformers, and single phase air conditions effective from 1 October 2004. The Minister also approved an upgrade to the current MEPS for household refrigerators and freezers in New Zealand to be effective from 1 January 2005, and an upgrade to MEPS for single phase and three phase air conditioners in New Zealand effective from 1 October 2007.
