Consultation on the effectiveness of the legislative instruments for electricity transmission and renewable electricity generation

The Ministry for the Environment and the Ministry of Business, Innovation and Employment are jointly undertaking an evaluation of the effectiveness of the National Policy Statement for Renewable Electricity Generation, the National Policy Statement on Electricity Transmission and the National Environmental Standards for Electricity Transmission Activities. 

This is the first time the national policy statements and the environmental standards have been evaluated. The evaluation will gather evidence assessing the performance of the legislative instruments and provide conclusions on their effectiveness. It will not automatically result in changes to any of the instruments. If there are any proposals for amendments following the evaluation we will follow the processes set out in the RMA.

Stakeholder input into the evaluation process will be critical for helping deliver a robust evaluation. During October to December 2015, the Ministry for the Environment and the Ministry of Business, Innovation and Employment will engage with targeted stakeholders from sectors such as the electricity sector, local government, professional bodies and consumer, business and environmental groups.

The report on the evaluation of the National Policy Statement for Renewable Electricity Generation is expected to be completed in mid-2016. Evaluating the National Policy Statement for Renewable Electricity Generation supports cross-government work on the New Zealand Energy Strategy and the Government’s approach to tackling climate change – particularly New Zealand’s 90 per cent renewable energy target by 2025. 

The findings from the evaluation of the National Policy Statement on Electricity Transmission and the National Environmental Standards for Electricity Transmission Activities will be published in one report as they both relate to planning for the national grid. This report is expected to be completed in late 2016.
