Rotterdam Convention

This page provides information on the Rotterdam Convention on the Prior Informed Consent Procedure for Certain Hazardous Chemicals and Pesticides in International Trade, 1998, which New Zealand ratified on 23 September 2003.

About the Rotterdam Convention

The Rotterdam Convention establishes a prior informed consent system when sending certain dangerous chemicals or pesticides across borders. This helps countries be aware of the types of chemicals crossing their borders.

The chemicals covered by the Rotterdam Convention are:

The main way New Zealand has implemented the Rotterdam Convention is through the Imports and Exports (Restrictions) Prohibition Order (No 2) 2004 [NZ Legislation website]. This Order requires permits from the Environmental Protection Authority (EPA) to import or export waste in line with this agreement. For information on whether you need to apply for a permit, please visit the EPA website.

You can also get advice on the classification of waste materials and the application process by contacting the Hazardous Substances team at the EPA by emailing importexport@epa.govt.nz.
